The paper starts with an analysis of the so-called Europe of the Regions phenomenon, i.e. the increasing role of territorial autonomies in the evolution of the supranational order. It examines the stages and forums where this process occurred and highlights its descent parabola. This issue finds renewed reason for interest in consideration of the spreading phenomenon of the Europe of "small homelands". Independence and secessionist movements, as well as localisms, which have affected, with different intensity, many European states, also affect the structure of the EU. These events exacerbate fragmentation and asymmetries and require reflection on possible interventions to ensure unity and cohesion, even in diversity.[Abstract appeared in the Journal]
