The social and cultural value of the heritage of Roma Capitale cannot be overshadowed by the need to regulate the management of public assets in accordance with the general rules of administration and accounting. A proper measure can only be achieved by balancing the proprietary interest with the social value exercised, also considering the principle of horizontal subsidiarity. The new regulation of the matter must inspire itself to respect the constitutional principle of equality and place itself outside the logic of the competitive market.[Abstract appeared in the Journal]
