[Abstract tratto dalla rivista]

Digital spaces constitute a challenging test for any theory of sovereignty, whether national or supranational. The encounter of a multilevel system - such as the European Union (EU) - with digital spaces gives rise to an extremely complex constellation of mutual interdependencies, spheres of influence, and normative conflicts involving public, private, and hybrid actors in various ways. These brief remarks address such issues from a both normative and factual-political dimension, both part of the inherently hybrid concept of sovereignty. In particular, the paper highlights, from a normative point of view, the role of the EU as a global standard-setter; and, from a factual-political point of view, the fault lines emerging within European digital sovereignties. Finally, the paper briefly analyses the case that has recently involved the French Council of State and the EU Court of Justice (CJEU) in a case concerning the storage of personal data for national security purposes, using it as to highlight the dimensions mentioned before.[Abstract appeared in the Journal]
