The paper reflects on the distribution of legislative powers and administrative functions between the State and the regions in the field of territorial government, as well as in the areas interwoven with it. The paper therefore makes a survey of how the so-called differentiated interests are able to affect urban planning, distinguishing specific interventions regarding the location of works of state interest from sector-based plans (landscape plan, park plan, basin plan). Finally, in the hope for the enactment of a state law concerning (not only) the fundamental principles of territorial government, the A. identifies the contents that a similar body of legislation should necessarily include.[Abstract appeared in the Journal]
